1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. The Covid-19 pandemic has led to severe shortages of many essential goods and services, from hand sanitizers and N-95 masks to ICU beds and ventilators. Although rationing is not unprecedented, never before has the American public been faced with the prospect of having to ration medical goods and services on this scale.

Robert Rupert argues against the view that human cognitive processes comprise elements beyond the boundary of the organism, developing a systems-based conception in place of this extended view. He also argues for a conciliatory understanding of the relation between the computational approach to cognition and the embedded and embodied views.

This paper -distinguishes between the Hypothesis of Extended Cognition and the Hypothesis of Embedded Cognition, characterizing them as competitors (both motivated by situated, interactive cognitive processing, with the latter being the more conservative of the two interpretations of the data) -clarifies the relation between content externalism and extended cognition -introduces the problem of cognitive bloat, as part of a critical discussion of Clark and Chalmers's "past-endorsement criterion" (if the criterion is embraced, we privilege the internal, endorsing process -- which looks (...) more like an embedded view -- and if the criterion is rejected, bloat follows) and as a problem for extended views more generally -develops a dilemma critical of Clark and Chalmers's "explanatory kinds" argument for extended mind and cognition (arguing that their reasoning faces serious problems regardless of whether one individuates the kinds in question in a fine-grained or a coarse-grained way) -argues that an appeal to functionalism doesn't resolve the issue -argues for the priority, in debates about extended cognition, of the identification of cognitive systems (e.g., because a functionalist approach can't be applied unless we already know what count as inputs and outputs, which requires having already identified the boundaries of the cognitive system). Sensitivity to incentive motivation has a formative influence on extraversion. Mesoamygdaloid dopamine (DA) activity may, at one level, act as a micro-gate permitting an incentive to influence behavioral organization – “Go/No-Go” in this scheme. Data on function elsewhere in the mesocorticolimbic DA system are taken to support this particular function. At another level of analysis, the data in Depue & Collins's review, along with those on the rest of the ventral tegmental area (VTA) system, may fit better with a “switching” (...) function in information processing. This link is supported by correlations between measures of extraversion, learned inattention, and overall DA activity. The point is extended to the novelty-seeking feature of the extraverted personality. (shrink)

It is helpful to remember also that Jordan's polemics are directed against a philosophy of subjectivism in the theory of art criticism and (...) art creation; i.e., he denies that the private consciousness is the sole standard of the nature and value of a work of art, and he denies that the artist creates by merely revealing the state of his own internal feelings and emotions. The integration of perceived events with appropriate action usually requires more flexibility to result in adaptive responses than Hommel et al. report in their selective review. The need for hierarchies of function that can intervene and the existence of diverse mediating brain mechanisms can be illustrated by the non-adaptive expression in psychiatric illness of negative priming, blocking, and affective responses.

Despite its familiarity and widespread acceptance, the concept of “brain death” remains incoherent in theory and confused in practice. Moreover, the only purpose served by the concept is to facilitate the procurement of transplantable organs. By abandoning the concept of brain death and adopting different criteria for organ procurement, we may be able to increase both the supply of transplantable organs and clarity in our understanding of death.

This paper engages critically with anti-representationalist arguments pressed by prominent enactivists and their allies. The arguments in question are meant to show that the “as-such” and “job-description” problems constitute insurmountable challenges to causal-informational theories of mental content. In response to these challenges, a positive account of what makes a physical or computational structure a mental representation is proposed; the positive account is inspired partly by Dretske’s views about content and partly by the role of mental representations in contemporary cognitive scientific (...) modeling. The computer engineers who refer to the education of computers do not have a definite idea of education and do not bother to justify the fuzzy ones to which they allude. Hence, they logically cannot specify the features a computer must have in order to be educable. This paper puts forth a non-standard, but not arbitrary, concept of education that determines such traits. The proposed concept is derived from the idea of education embedded in modern standard-English discourse. Because the standard (...) concept entails that an educable entity must be capable of consciousness and voluntary action, it cannot apply to computers. If, therefore, one is to have an idea of educable computers, one must drop the feature of consciousness and omit or modify that of voluntariness. The advanced concept leaves out consciousness, alters the ordinary notion of voluntariness, but keeps in tact the other criteria of the standard idea. Thereby, it provides continuity between those who talk about education in modern ordinary English and those who talk about it in the world of artificial intelligence. (shrink)

The various legislative strategies used to get the Civil Rights Act of 1964 through Congress are detailed.

These ten lectures articulate a distinctive vision of the structure and workings of the human mind, drawing from research on embodied cognition as well as from historically more entrenched approaches to the study of human thought. On the author’s view, multifarious materials co-contribute to the production of virtually all forms of human behavior, rendering implausible the idea that human action is best explained by processes taking place in an autonomous mental arena – those in the conscious mind or occurring at (...) the so-called personal level. Rather, human behavior issues from a widely varied, though nevertheless integrated, collection of states and mechanisms, the integrated nature of which is determined by a form of clustering in the components’ contributions to the production of intelligent behavior. This package of resources, the cognitive system, is the human self. Among its elements, the cognitive system includes a vast number of representations, many subsets of which share their content. On the author’s view, redundancy of content itself constitutes an important explanatory quantity; the greater the extent of content-redundancy among representations that co-contribute to the production of an instance of behavior, the more fluid the behavior. In the course of developing and applying these views, the author addresses questions about the content of mental representations, extended cognition, the value of knowledge, and group minds. Stolorow and his collaborators' post-Cartesian psychoanalytic perspective – intersubjective-systems theory – is a phenomenological contextualism that illuminates worlds of emotional experience as they take form within relational contexts. After outlining the evolution and basic ideas of this framework, Stolorow shows both how post-Cartesian psychoanalysis finds enrichment and philosophical support in Heidegger's analysis of human existence, and how Heidegger's existential philosophy, in turn, can be enriched and expanded by an encounter with post-Cartesian psychoanalysis. In doing so, he creates an important psychological (...) bridge between post-Cartesian psychoanalysis and existential philosophy in the phenomenology of emotional trauma. (shrink)

The history of religions is divided into phenomenological and historical branches: the former has no definite interpretative categories but the latter does, namely the "religions" - Hinduism, Buddhism, Christianity, and others. But the "religions" are misleading and preclude understanding, for these categories were imposed before historical research and are neither historical nor religious. A definition of religion is needed to. begin, and Tillich's suggestion - religion is ultimate concern -is functional, enables us to identify what we are looking for, and (...) is non-judgmental. The "religions," on the other hand ' imply an essence of each religion and preclude the examination of the religious experience of each individual in his own terms. The historical study of religion should be undertaken according to areas, not "religions," and the final step should be determination of the "types" of concern-the task of phenomenology. (shrink)

The purpose of Plato’s investigation of justice in the ideal polis of the Republic is neither to formulate an abstract conception of justice in itself nor to work out a blueprint for the perfectly just state. Rather, through the contemplation of an ideal social/political order where justice might be found “writ large,” Plato intends to bring about the actualization of justice in the “polity” of the individual soul. It must be kept in mind, of course, that, while possessing a notion (...) of the individual, the Greeks lacked our modern, Cartesian conception of subjectivity, burdened as it is with the existential task of creating and sustaining a meaningful cosmos. But precisely for this reason the ancients had a clearer perspective of the synergistic and mutually determinative dialectic that conjoins the individual and the state, a conjunction grounded in the ethical. This can be seen, Hegel suggests, in terms of the “unwritten and infallible law” that Antigone takes to be the “law of the gods” which “is right because it is what is right,” placing the individual “within the ethical substance; and this substance is thus the essence of self-consciousness.”. We seek to change the conversation about brain death by highlighting the distinction between brain death as a biological concept versus brain death as a legal status. The fact that brain death does not cohere with any biologically plausible definition of death has been known for decades. Nevertheless, this fact has not threatened the acceptance of brain death as a legal status that permits individuals to be treated as if they are dead. The similarities between “legally dead” and “legally blind” (...) demonstrate how we may legitimately choose bright-line legal definitions that do not cohere with biological reality. Not only does this distinction bring conceptual coherence to the conversation about brain death, but it has practical implications as well. Once brain death is recognized as a social construction not grounded in biological reality, we create the possibility of changing the social construction in ways that may better serve both organ donors and recipients alike.
